What autonomous agents may change

A researcher may propose catalog edits, but cannot approve them. Separate source, compatibility, safety, and adversarial roles inspect the same hash-bound candidate in different executions. The deterministic release gate rejects stale evidence, reused identities or runs, missing quorum, unsafe guidance, schema failures, and test failures. Humans are reserved for unresolved legal, licensing, or severe safety conflicts—not routine coffee expertise.
